UBC Life Sciences Centre
UBC Technical Services congratulates CES Engineering Ltd on the successful completion of the UBC Life Science Centre building project.
The UBC Life Sciences centre is the largest building (550,000 square feet area) on the UBC Vancouver campus. This medical teaching and research facility includes a variety of laboratories, lecture theatres, classrooms, seminar and reading rooms and administration offices. Large scale Vivarium and Containment Level 3 Laboratories are located on the basement floors.
The multi-phase design, construction and commissioning project stretched over nine years. CES Engineering, acting in a capacity of the project Commissioning Authority on behalf of the UBC Property Trust, was engaged from the early design stage.
CES Engineering completed the following project services:
1. Mechanical systems commissioning for the base building systems and upper floors laboratories.
2. Mechanical systems commissioning and air & water balancing for the large Vivarium area.
3. Total building systems commissioning for CL3 laboratory (architectural, electrical and mechanical systems)
4. Third party commissioning for proprietary effluent decontamination system.
5. Third party commissioning for proprietary large room decontamination system (decon chamber).
6. Containment level 3 laboratories certification services.
CES engineering personnel provided leadership, direction and problem solving expertise in many critical areas throughout this project.

YVR Domestic Terminal Level 3 & 4
DOMESTIC TERMINAL LEVEL 3 - 4 ENHANCEMENTS
The Domestic Terminal at Vancouver International Airport was expanded in 2008 with 62,000 square feet of new space for expanded retail and food and beverage options on Level 3 and a public observation area on Level 4. The fit out this space was completed in preparation to the Vancouver 2010 Olympic and Paralympic Winter Games.
CES Engineering worked in the capacity of Commissioning Authority, retained directly by the Vancouver Airport Authority to provide services on this project. The following building systems were commissioned:
- HVAC, DDC controls, plumbing and fire protection systems
- Primary and secondary power distribution systems included SCADA and Intellimetering subsystems
- Lighting and lighting control systems
- General alarm, fire alarm and public address systems.
Boban Ratkovich and CES Engineering staff provided leadership to the commissioning process. I was very pleased with the performance by CES Engineering on this project and would recommend CES Engineering for similar services.

University of Northern British Columbia has repeatedly been named the best small university west of Atlantic Canada. I became professionally acquainted with Boban Ratkovich and CES Engineering in 2001 and we have stayed in professional contact continuously through engagements relating to their commissioning work on the above listed projects. FINDER - Containment Level 3 Laboratories
The Faculty for Infectious Diseases and Epidemic Research (FINDER) is one of the largest and most comprehensive containment Level 3 facilities in Canada for performing discovery research in the field of those infectious diseases associated with microbial infection caused by the risk group 3 pathogens.
Boban Ratkovich and CES Engineering Ltd acted as the Containment Level 3 Laboratory Certification Consultant in front of UBC Property Trust for the 6,700 square foot FINDER Containment Level 3 facility located at the University of British Columbia Life Sciences Centre.
CES Engineering scope of work for this project included:
- Management of the design process for the CL 3 laboratories by performing the following services:
* Acting as a liaison between user group, design team, construction group and PHAC/CFIA representatives.
* Consultation and advice to the design team for specialty laboratory containment practices.
* Performing a focused review of the laboratories design and construction documents with reference to PHAC/CFIA Certification requirements for level
* 3 laboratories. The review includes complete laboratory design including all architectural, electrical and mechanical services and Owner equipment.
- Incorporation of the CL 3 certification process into specification documents.
- CL3 Laboratories equipment shop drawing review.
- CL3 operation protocol review with User Group and Biosafety Officer.
- Chair regular construction meetings during construction.
- Chair regular commissioning meetings during commissioning and certification project phase.
- Construction review and site inspection of the CL3 laboratory.
- Pressure decay testing for CL3 lab ductwork and HEPA filters housing assemblies with the Sheet Metal Contractor.
- Containment barrier leak testing (room testing).
- Commissioning of all building systems associated with CL3 laboratories.
- Manage, coordinate and participate in the certification process.
- Preparation of user manuals for CL3 laboratories.
- Provide laboratory certification manual for a submission to PHAC/CFIA.
I have had the pleasure of knowing Boban since 2005 while working on the feasibility phase of the above project. To date we have stayed in touch while working on the same project. Boban always came across as very knowledgeable in the fields of design, construction, commissioning and operation of Containment Level 3 laboratories. His leadership skills and expertise in dealing with complicated problems has always stood out.
